Presentation of SIESC

SIESC is a federate association of Christian teachers which, by sharing and relying on their responsibility as Christians, has as its aims the esteem and the development of the teaching profession within the European frame.

It furthers meetings and exchange of experiences and ideas between teachers of European countries. It values the different languages, cultures and histories and tries to emphasize and to deepen the common values of European civilization. It pays particular attention to understanding the cultural changes and their effects on the teaching in today’s Europe. Consequently, it also works to elaborate common guide lines for the education of the younger generations and the development of teaching institutions.

It works together with international organisations which share with it the testimony and the spreading of Christian principles in culture, education and society, especially with ICMICA-MIIC (Pax Romana) and the International Catholic Organisations for Teaching and Education (OICEE). SIESC is aware of Europe’s particular responsibility for the whole world.

It is open for the ecumenical and the inter-religious dialogue and it seeks the dialogue with all teachers that share with it the respect and the promotion of human dignity, human rights, freedom, democracy and tolerance, justice and solidarity.

This federate association has evolved from the association founded in 1954 by Catholic secondary teachers who wanted to take over their responsibility for the church and the world as Christian laymen within their professional environment and to realize their obligation to live together in a peaceful larger Europe. It has evolved into an association to which Christian teachers of all levels of education of all Europe and their associations can belong. Associations that adhere to the SIESC following a decision of their national council keep their full autonomy. The members of the national associations that adhere to SIESC are members of SIESC as well. SIESC admits individual members, especially in countries where there exist no national associations that belong to SIESC.

Chapter I – AIM AND MEANS

art. 1 - Constitution of the association
1.1       SIESC-European Federation of Christian Teachers (EFCT) is the successor organisation of Secrétariat International des Enseignants Secondaires Catholiques (S.I.E.S.C.), constituted as an association according to French law as regulated by the law of July 1st, 1901.
The official translation of the association’s name "SIESC-Fédération Européenne d'Enseignants Chrétiens" into the different languages of the members of the association is fixed by the Interior Rules. 
The Convention which regulated SIESC since January 8th, 1978 becomes its Interior Rules and its modifications become valid modifications of those Interior Rules.
1.2       SIESC-European Federation of Christian Teachers (EFCT) addresses associations which assemble Christian members of public and private, lay and denominational teaching institutions from primary schools to universities.

art. 2 – Social seat
2.1       Its social seat is fixed in France at Troyes, 10 rue de l'Isle.
2.2       It can be moved by a simple decision of the Administrative Council.

art. 3 – Term of the association
The term of the association is not limited.

art. 4 – Aims of the association       
4.1       SIESC-European Federation of Christian Teachers (EFCT) has as its aims, by sharing and supporting their responsibility as Christians, the esteem and the development of the teaching profession within the European frame.

art. 5 – Means of the association
In the pursuit of these aims SIESC-EFCT
5.1       - helps with the spreading of information and the exchange of periodicals, 
5.2       - organizes days of international meetings every year,
5.3       - presents the results of certain work in the form of recommendations addressed to the member associations of SIESC-EFCT,
5.4       - ascertains the communication of conclusions of its work to the international area,
5.5       - publishes an information bulletin,
5.6      - offers the member associations services that are necessary for them.

 

Chapter II – MEMBERS
 
art. 6 – Structure of the association
The association is composed of three kinds of members:
6.1       Full members with the right to vote are
a-         the delegates mandated by the national associations of teachers which have been admitted to SIESC with full rights by the General Assembly (or Council) according to the modalities provided by the Interior Rules and which pay their membership fees as full members.
b-        the members of the Administrative Council (or Executive Bureau)
6.2       Associated members in an advisory capacity are the delegates mandated by the national associations of teachers which have been admitted to SIESC-EFCT as associated associations by the General Assembly (or Council) according to the modalities provided by the Interior Rules and which pay their membership fees a associated members.
6.3       Individual members in an advisory capacity are persons taking active part in the life of SIESC-EFCT who have been admitted in that capacity by the General Assembly (or Council) according to the modalities provided by the Interior Rules and who pay their membership fees as individual members.

art. 7 – Loss of membership
Members are considered as having resigned from full membership, associated membership or individual membership, if they do no more fulfil the conditions provided for their admission to that membership by the Interior Rules of if they do no ore pay their membership fees.

 

Chapter III – FUNCTIONING OF THE ASSOCIATION

 

art. 8 – General Assembly (or Council)
8.1       Structure. The General Assembly (or Council) consists of:
a          the delegates of the member associations of full right who are present or represented and by the members of the Administrative Council (or Executive Bureau) who are present or represented,
b          the delegates of the associated member associations,
c          representatives of the individual members.
8.2       Meeting. The General Assembly (or Council) meets at least once a year summoned by the president or, if he/she is prevented, by a vice-president, and whenever it is demanded explicitly by a majority of the members of the General Assembly with the right to vote.
8.3       a          It elects the members of the Administrative Council (or Executive Bureau) according to the regulations provided by the Interior Rules. At that election only the delegates of the associations with full membership have the right to vote.
b          It decides on all questions concerning the functioning, the action and the activities of SIESC-EFCT.
c          It approves of the budget and ascertains the control of the accounts. It decides about the exoneration of those responsible for the finances.
d          It charges the Administrative Council (or Executive Bureau) with the everyday activities of the association.

art. 9 – Administrative Council (or Executive Bureau)
9.1       Election. The Administrative Council (or Executive Bureau) consists of 5 to 10 members elected for three years according to the regulations provided by the Interior Rules. (cf art.8.3 a)
Structure. It consists at least of the president, the two vice-presidents, the secretary general and the treasurer, and, if necessary, a third vice-president charged with the preparation of the next international meeting. The person responsible for publications is invited to the work of the Bureau, if he/she is not a member of the Administrative Council (or Executive Bureau).                             
9.2       Meeting. The Administrative Council (or Executive Bureau) meets at least twice a year, summoned by the president or, if he/she is prevented, by a vice-president, and whenever it is demanded explicitly by a majority of the Administrative Council (or Executive Bureau).
9.3       It ascertains the life of the association in accordance with the decisions of the General Assembly (or Council).

art. 10 - Resources of the association
10.1     The financial means which the association has at its disposal are the membership fees of the members, the subsidies and donations received, and all other resources allowed by law.
10.2     The modalities and the amount of the membership fees and of participation in common charges are fixed by the General Assembly (or Council).

art. 11 – Responsibility of the members of the association
The property of the association alone is liable for the obligations contracted by it. No member of the association, not even those who participate in its administration, can be responsible for them in person.

art. 12 - Modification of the statutes
Every modification of the statutes must be approved by the General Assembly (or Council) in second lecture by a three-fourths majority of the members with the right to vote present or represented.

art. 13 - Dissolution of the association
The dissolution can only be pronounced by a three-fourths majority of the members of the General Assembly (or Council) with the right to vote, present or represented, at a meeting summoned especially for that agenda. That General Assembly (or Council) decides about the modalities of the liquidation of the association.
